You Don't Have to Go: When I Recorded Phoebe Snow's Poetry Man

When I First Met Phoebe Snow

 

On April 26th, 2011 I read on Facebook that singer/songwriter Phoebe Snow had died. I walked into my hallway and stared at the gold record hanging on my wall with the cover and label of her second album, "Second Childhood," on it. When someone dies we tend to memorialize the good only, but when I thought about my relationship with Phoebe my memories were more complicated than the typical hagiography.

 

In1973 I had just become an assistant recording engineer at A and R Studios in New York. I was apprenticed to a master named Phil Ramone. My first project would be to work with an unknown artist named Phoebe Snow.

 

What an evocative name! As an 18-year-old straight boy, I fantasized about what a woman named Phoebe Snow would look, and be, like. I visualized an evanescent sprite, an elf, like Tinkerbell, with translucent skin. She and I would connect in some cosmic-love way. I was an 18-year-old boy – what do you expect?

 

My fantasy sank back to Earth when the real Phoebe Snow walked into the studio. She shuffled into the room clutching her black acoustic-guitar case. Her chin jutted out over an ill-defined body. She had a dour look on her face. She was polar to all I concocted. She was thick, with heavy, unpleasant features and suffered from an unfortunate number of black moles that covered her face.

 

In contrast to my fantasy, Phoebe was my particular adolescent nightmare. I was a geeky, obnoxious, striving, Jewish guy from Brooklyn. She was an awkward, obnoxious, Jewish chick from Teaneck, New Jersey. Five years older than me, she was the annoying older sister I never wanted.

 

"Where's the food?" may have been the first words I heard her utter in her nasal east-coast accent. Nothing was right for Phoebe, and as the assistant, it was my job to try and fix it. I tried not to roll my eyes.

 

At 22, Phoebe came to our studio in the middle of making her first record. The project was collapsing in chaos. Her producer was a pleasant, bearish guy named Dino Airali. He was clearly in over his head with this difficult young woman. He had followed her around the country for more than a year, blowing the recording budget on Phoebe's whims which never panned out. He came into the studio and handed me one or two multi-track master tapes. These held a few bare recordings of Phoebe's guitar and vocals. Not much to show for the six-figure budget he had spent.

 

In desperation, Dino had hooked up with my mentor, Phil. It was a timely fit. Ramone had been a world-class recording engineer for more than a decade at that point, and he had visions of breaking into producing. Engineering was technical. Producing was an art, and you got to make royalties, the chance for big bucks with a hit record.

 

Phil agreed to engineer the project if he could get a co-producing credit. Dino needed help bad. His record company, Shelter Records, was going under.  If he couldn't come up with a finished product in a few weeks cheap, there would be no record, and no company. Dino saw Ramone as his last big chance. Ramone, who has monster ears, must have heard something in Phoebe that he thought he could shape into success.

 

Phil was just the daddy that Phoebe needed. He imposed a strict discipline that scared Phoebe into stopping the screwing around. He combined this with the complete freedom to realize her artistic vision. And he was able to turn her dreams into tracks.

 

Before we started recording we went down to a gig of hers at The Bitter End, the most venerable of the old folk clubs in the heart of Greenwich Village in New York City. The Village, where everything cool had been happening for a hundred years, was the center of my universe.

 

There were 3 people in the house that night, including me.

 

Phoebe had a strange, amazing voice. Her vibrato was its most unique feature. It was a wide staccato warble, almost like cubism in singing. Instead of gliding seamlessly between syllables and notes, each would be demarcated with a sharp edge.

 

She had major chops, that is, she had great technical ability. She may have been out of control as a person, but her vocal precision was tight. She had an infinite range, from a chthonic growl to dog-whistle high notes.

 

Her songs were as quirky as her singing style. Personal, with a flowing, off-kilter structure, she brought you into a world that was some ambisexual place, neither namby-pamby nor gross. She was insightful and there was a depth of feeling and pain in her music that went beyond her years.

 

 

Recording Phoebe Snow's First Album

 

But at first, I didn't get it. I'd come home from her sessions and make fun of her songs. "I wish I was a willow –ow –ow- ow –ow," I'd mock, imitating her vibrato, and my roommate would crack up. I thought that this was a turkey headed right for the "$1.99 bin," the place where flop records went in that obsolete thing called a "record store." Here was an unknown chubby artist on a failing label. No chance there.

 

It wouldn't be the last time I'd guess wrong about what could make it as a hit record. What made Pheobe's first record so successful?

 

In any life activity, we can operate unconsciously and half-assed or we can do things with awareness, intention, and integrity. The production and arrangements of recordings could be done in a thoughtless way, imitating the way other people had done things, or artists could be deliberate about every choice. Art, to be real, is all about that clarity of vision.

 

Many of the great artists that I worked with in the seventies made albums that were more than a mere collection of songs. The recordings were works of art themselves. The path for this was laid out by the Beatles. Before the Beatles, records were more or less representations of live performances. Acts went into the studio and took a day to cut an album, playing the songs as they would play them live. But with the advent of multi-track recording, where different musical parts could be created one at a time and painted onto the canvas of the song, the studio itself became an instrument. For the Beatles and many artists who followed, every sound, every instrument selection, every note, every piece of an interweaving production and arrangement, were vital and intrinsic parts of the artwork which lifted a song beyond its harmony and melody to its ultimate manifestation. Think about the difference between "I Want to Hold Your Hand," and "Strawberry Fields Forever."

 

Now any artist will also tell you that it is also limitation that creates great art. And we were certainly limited on Phoebe's album. We started with a few spare, basic tracks, a tight budget, and a couple of weeks to make an entire album.

 

This budgetary limitation forced us to choose each part with that care and precision that makes for the greatest art.

 

Art is, in the end, one of the great mysteries, which is why I love it. I'm a big fan of the ultimate unanswerables. That's why I'm a psychotherapist now. Human nature can never be fully comprehended. I've studied songs all my life, and with increasing age I get a little closer to understanding what makes a great song. There is melodic variety, a great hook, a moment of surprise, the contrast between symmetry and imbalance, a beat you can move to, an individual sound, and most important, undeniable emotion in the performance. I get it, but I can't write one. There is something that can't be named when all of these elements come together in a unique way. Though a song that works has all its predictable simple elements, it emerges from the background noise with blinding clarity. It can bust through the tiniest speaker, reach out, and grab you by the belly. It can shake you to your soul, make your eyes pop with tears, wake you out of a life-long slumber, put the hope back in pop. And Phoebe wrote at least one song in her life that rang this universal bell. That's a lot for anyone's lifetime.

 

Phil's production approach was to put Phoebe's magical songs and exquisite vocals at the center of the record, and surround it with just the right, and only the right, musical colors. It was this combination that made this album singular and astonishing in the end.

 

 

Producing Phoebe Snow's Hit Single, Poetry Man

 

Phil would ask Phoebe, if she could have anyone in the world to play on her songs, who would she have? Phoebe did have vision. Her fertile imagination, freed by Ramone's support, came up with unlikely answers for a pop record in the mid-70's. She wanted the jazz greats, Zoot Sims, on saxophone, and Teddy Wilson on piano. She wanted a jazz harp.

 

If it was Phoebe's dream, Phil would make it happen. The songs started to deepen and come to life.  Zoot blew his ax and wrapped the songs in ever-changing wisps of smoke. Margaret Ross, a session harp player, who was usually relegated to glissando harp clichés, was allowed to play free, to create, to improvise. It turned out she was a jazz cat at heart, and played deep and hard. She added on a layer of shiny gold to the tracks. Teddy Wilson added his sophisticated voicings bringing a touch of class to the proceedings. We couldn't afford real strings, so we snuck in an instrument that was illegal at the time called a Mellotron. It sounded almost like a real orchestra. This scared the crap out of the musician's union and rightly so. In another couple of decades most musicians would be put out of business because anyone with a laptop could make the sound of any instrument. The Mellotron made a nickel look like a dollar.

 

Then came the ultimate thrill. Ramone booked Ralph MacDonald to overdub percussion. Ralph was a cosmic musician. Ralph heralded from the West Indies. He had been taught the conga by his father. He once told me that his father taught him not to hit the drum, but to caress it like a lover. Ralph's hands were soft. His touch was incomparable. The sound of his skin against the skin of the drum was deep and sensual. Ralph had a shiny skull and big, brown laughing eyes. He was the ultimate in cool. And like most studio cats, he was humble and generous of spirit. Though I was a kid barely out of high school, he treated me as both friend and worthy student. I went out into the studio as he set up his instruments for the overdub, where he would add his parts to the music already recorded. As we set up, he listened to the songs.

 

He put together a small wooden table, about two feet across, with a wooden bar hanging across the top. He laid a few small percussion instruments on the table. Two woodblocks, a string of bells and a film can with beads in it. On the bar he hung some chimes and a finger cymbal. That was all. He told me to place two microphones, one aiming at each end, to get a stereo effect.

 

While listening, Ralph rolled a fat joint. Now let's be honest. There were a lot of drugs in the studio at that time. The studio was a play pen for grown-ups, and in the ‘70's drugs were part of the fun. I usually didn't get high during sessions, especially in the early days with Ramone. I didn't want to screw up. He generally didn't approve of my doing so, and I certainly wouldn't do anything to piss him off if I could help it, even though I inevitably did. Phil was in a good mood that day– he was getting to do his thing, his way. He was producing. He was excited about what Ralph was about to bring to the tracks.

 

Ralph brought the doobie into the control room and offered a hit to Ramone. Ramone, not a big pot smoker, inhaled. He turned and offered me the j. I looked at him as if to say, really? He nodded and said it was ok, but instructed me to only take one hit. Ralph said that would be all I'd need anyway. I drew deep from the fat joint, mixing in air with the smoke to cut the harshness. It was sweet. Before I finished toking my head started to expand and clear. It was premium weed. I wouldn't expect less from Ralph. My ears started to crackle.

 

I sat behind Phil by the tape machine. We watched Ralph through the studio glass. He put out the joint, put on his headphones, and signaled me to roll tape. We started with a song called "Poetry Man."

 

Phoebe's guitar picked the intro. Ralph hit the chimes. Sparkle. Then the wood blocks: tick, tock. Then the finger cymbal. Ting. Then he tapped the bells. Chik, chik. Then the finger cymbal. Ting. His playing was spare, tasteful, brilliant.

 

Ralph finished his first take and asked to put on another layer. This time he shook the film can with beads. Shak. Shak. Then, on the chorus: shaka, shaka, shaka, shaka. He added the final filigree of the windchimes. I knew I had witnessed a simple moment of sublime creation.

 

Ralph's sparkling rhythms created a juxtaposition that intensified the emotional depth of Phoebe's vocal. In the contrast and coming together of the green, blue, and gold silk of the guitar, harp, sax, and percussion, with the red and caramel hopsack of Phoebe's voice, a hit single was born.

 

Each musical element of the album was created in this way. One part at a time was thought through and played by masters. This gave each musical shade significance, meaning, depth. The choices were guided by the vision of Phoebe, and the sure hand of Ramone.

 

We finished the album by recording Phoebe's cover of the song, "Let the Good Times Roll." She requested that the backup be sung by the Persuasions, a well-reputed acapella group. Their gritty, happy sound added just the right touch of natural funk to this subtle, swinging version of this Rhythm and Blues chestnut.

 

We worked long hours and finished the album on time and budget. It was a modest album for that time of overproduced 70's decadence. On the last night of mixing, I stayed up all night putting together the final sequence. I finished at dawn. I called in Phil, Dino, and Phoebe to listen to the final product. This was the first album for both Phoebe and myself. Phoebe asked for bagels and cream cheese, and we ate.

 

I was still convinced the album didn't have a chance. Most records required lots of payola to make it on hit radio in those days. After blowing her budget and with Shelter Records going under, there didn't seem to be much cash for that.

 

The album was released. The unfortunate illustration of Phoebe on this eponymously titled first record, featuring her many moles, also showed Phoebe with a massive jewfro. This picture, along  with her funky belting, convinced people she was black. Somehow, weirdly, Phoebe was picked up on black radio stations with "Let the Good Times Roll." She made enough noise with that first release that the album didn't die from anonymity.

 

Then, the magic hit. The cream really did rise to the top. Spontaneously, with little promotion, "Poetry Man" became a smash record.

 

 

The Last Time I Saw Phoebe Snow

 

We all changed a great deal in the period between Phoebe's first album and the making of her second, "Second Childhood." Phoebe was nominated for a best new artist Grammy. She sang on Paul Simon's single, "Gone at Last." She was signed to a record contract on the most prestigious label around at that time, Columbia Records.

 

Phil went from engineer to star producer. He produced Paul Simon's Grammy-winning "Still Crazy After All These Years," which featured the hit "50 Ways to Leave Your Lover."

 

I went from being his know-nothing assistant to, at 19 years old, becoming a senior recording engineer. As "Phoebe Snow" was my first record as assistant, her second, "Second Childhood," was my first as engineer. It was my journeyman project, recorded in the style of Ramone, my master.

 

The record didn't do what the first had. Now flush with a Columbia budget, Phoebe had the pick of the top studio cats to play on her album. It had more conventional arrangements, dominated by the jizzy Fender Rhodes electric piano. It still sold over 500,000 copies and that's the gold record hanging on my wall today.

 

Sometime during 1975 when I was working on another record I thought was going to be a flop, the Starland Vocal Band's, "Afternoon Delight," Phoebe came in to visit us at the studio. I was shocked to find out she was pregnant. She had none of the glow that usually accompanies pregnancy. I had a bad feeling.

 

It turned out that Phoebe's kid had profound developmental disabilities.

 

Phoebe could care less about fame and fortune. In a way, Phoebe didn't recognize what she had with her stardom, money, and big record company contract. It had all come so easily that she took it for granted. I didn't know what I had either, with my front-row seat to the making of the greatest albums of the era. We didn't like the way we were being treated in the rough and tumble record world that was New York circa mid-seventies.

 

After experiencing the flim-flam of the music biz, she knew what was real, and that was what was going on with her child. Phoebe was at heart, not only a true artist, but more importantly, a caring human being.

 

Phoebe's core love and strength found its way into the world in a way that was bigger than her music. The awkward, self-involved girl from Teaneck turned her attention to caring for her helpless Valerie Rose. She devoted her life to this cause, when she could have ignored her disabled child and taken the path to superstardom instead.

 

But the world doesn't care for such considerations. Before too long, Phoebe was dropped by Columbia. I, also disillusioned with the scene, left A and R and New York and went to live in the country.

 

I didn't see Phoebe again for many years. We both paid the price for turning up our noses at the glory. By the time we met again, we were both working for the man, needing the money. I had traveled the world and in the late ‘80's ended up back in New York. I was writing and producing jingles, and she was singing them. I hired her to sing a commercial for Playskool. She came in, ordered sushi, and we cut the damn thing in a few minutes. She made 30 grand.

 

It wasn't long after that I saw Phoebe for the last time. It was a dark period of my life. One night at about 2 in the morning I was walking alone through the streets of my beloved West Village in New York City. Those old, narrow streets were empty and silent. I was a few blocks from the Bitter End, where I had seen Phoebe for the first time all those many years ago.

 

I saw a Volkswagen double parked with the lights on inside. Something seemed odd about the car. I walked over to look inside. Phoebe was sitting alone in the driver's seat. We started to talk as if we were in the middle of a conversation that had started decades before. She didn't seem surprised to see me at all.

 

Phoebe had some odd beliefs. She was into all kinds of wacky occult stuff. When we hung out together in those early days, she would bring in cassette tapes that she had recorded in silent rooms, convinced if you listened carefully enough you could hear voices from the spirit world.

I didn't go for such stuff, but wasn't there something strange about us stumbling onto each other here, the only two people alive on this street, she alone in a car, me wandering in the middle of the night? There was warmth and familiarity between us. We had been kids together in something big.

 

Phoebe was wearing a motorcycle jacket. That night, on impulse, I had bought a key chain with a miniature motorcycle jacket on the end from a guy on the street. As we finished up our talk, I handed her the keychain as a gift. She took it as if she understood exactly what it meant. I walked away into the lonely dark. She sat in the car. We never asked each other what we were doing there. I never saw her again.

 

As I walked away, her music played in my head. I heard the cool electric guitar riffs of her friend, Steve Burgh, who played on that first album. A talented guy, he, too, died young, and unexpectedly.

 

 

Phoebe Snow Was an Angel

 

What was it in Phoebe that touched so many adoring fans? Of course she was a natural singer. She had a voice like no other, and when she opened her mouth, a sound came out that was joy burnished with pain. She was all contradiction: a jazzy, folky, bluesy, rockin', funky Jewish chick from Jersey. But it was more than that. Phoebe was an oddball.

 

I understand this misfit thing. I've always been drawn to these types. I guess I'm one myself. That's why I was into music, and that's why I became a shrink.

 

There's something about the ugly ones, the wierdos, the freaks, the queers, the geeks, the musicians, the addicts, the losers, the left-handers, the nuts, the lonely, and unlucky ones.

 

Phoebe was one of those. I can imagine chubby, freaky Phoebe Laub sitting in her bedroom in Teaneck, playing her guitar and singing alone while the cute girls were flirting with the jocks. She was sitting alone in that car the last time I saw her because I bet she was alone much of the time.

 

But how could someone so strange touch so many?

 

A friend of mine who died of AIDS had a theory that our immune system keeps us from being one with the universe. I think those among us who are different have a little less of a psychic immune system. They are a little closer to the source. They don't quite make it in this world, and they feel the pain a little more acutely than the rest. But they bring us a gift we all need to know and feel.

 

There are plenty of misfits in the world. Maybe there is a misfit in each one of our secret hearts. Phoebe touched this sensitive, lonely, longing, part of us. All the freaks out there in 1974 sitting alone in their bedrooms heard Phoebe and felt some solace because they knew that she knew.

 

When we listen to Phoebe sing, we hear through and beyond that obnoxious girl I met the first time she came into the studio. We hear the contours of the essence. The trance we live in lifts, the web of the crap we get caught up in, the dance of our crazy world, where the bums and crooks who make all the money and have all the power somehow seem like the ones to be. When a freak like Phoebe cuts through all that we know we are hearing something important and we pay attention. We hear that cry in the darkness of the West Village, that late night sound of vinyl, the echo of Zoot Sims and Teddy Wilson, that distant sound, receding into the darkness, that voice, strong, loving, seeing, and speaking, for us.

 

That's what the artist does – they see for us – they suffer for us, because we'd rather not. Without the filters most of us live with we would be more connected to everything, but we could easily be destroyed. I once heard Ricki Lee Jones say that if she didn't have her music she'd be crazy, because she experiences the pain of the world too exquisitely.

 

I call the Phoebes of the world angels. They are a little closer to the ephemeral realms than the rest of us, but they pay a price in pain and suffering. This angelic quality gives them wings – an incredible voice, or some other talent -- in exchange for some deep vulnerability. This is why so many artists die young. Phoebe was so powerful in her unique voice, strong guitar playing, deep songwriting, and profound love that manifested in caring for her daughter. But this was in contrast to the rest of her body, which never worked so well for her.

 

As an 18-year-old, I couldn't see past her appearance. I got my first glimpse, high on pot, listening to Poetry Man. The world heard it, too. Today, with nothing left of Phoebe but her music, I realize she is that evanescent creature I imagined before I met her. However she looked or acted on the outside, inside she was the rarest alloy. She was the essence of beauty.

 

In honor of Ms. Snow, I invite you to look for the strange ones out there, or the oddball in you, and be a little kinder and a little more understanding, because there an angel passes. And maybe when you are in a quiet room, turn on that digital recorder in your smartphone. If you play it back, and listen real close, you might hear Phoebe.

Strategy games have been around for a long time. No doubt people in times of antiquity played games using figurines on elaborately modelled battlefields on table tops as they plotted invasions or defensive positions.

The elements of a strategy game are the game players, the territory, the objective, the rules. This is the same with almost every other game. What distinguishes game genres is how these elements are implemented.

The word Strategy is said to derive from the Classical Greek word "Strategos" this translates into General in today's languages. Its therefore fitting that a Majority of Strategy games model military conflict.

Strategy itself is usually defined as a Plan prepared to attain a long term goal. Thus in a strategy game, the objective could be to build up a great civilisation from scratch to a pinnacle , or you might be a general in charge of an Army which you have to build from scratch to defeat an opponent and win a territory for your side. The complexity of strategy games varies.

The detail and extent to which the elements of a strategy game are implemented depends on factors like medium, a computer game or a board game. The story line for the game, is it set in Medieval times, 17th Century Asia, World war two 1940s , or the future. How much does the game cost. The skill and reputation of the game makers.

Territory: The territory available in a strategy game could be the equivalent of 1 square mile or a whole world the size of Earth. Strategy games do tend to offer a vast playing territory as long term objectives are more feasible when you need to cover a lot of territory. With board Games and Computer Games, A whole world can be simulated, the difference lies in the players experience of the territory.

With board Games you do get a more tactile experience, however it is limited by what current Modelling and toy technology can offer.

With computer strategy games, you experience become like an interactive movie. You're at a distance , but there are virtually no limitations on what the game can simulate for you. Where the Strategy game has a first person element, the effect can be quite astounding.

Objective: In strategy games, like all games, the objective is the win. The wining conditions usually require that you have obliged your opponent to concede defeat either by military victory or economic and social success. Indeed not all strategy games are focussed on military confrontation. In some games you win by guiding your side to completing some marvels of socio economic development. You could win bey build an Army so powerful that the opponent has zero chance of survival and is obliged to surrender or make peace. Both Computer an board games have similar objectives.

Rules: In Board games the rules often govern the effect of each unit and their capabilities. The rules must be well known to al players as they have to enforce them.

With Computer strategy games, the computer enforces the rules. This leaves players to simply enjoy the game.

CyberLink's PowerDVD 10 Ultra, the most powerful and stable DVD and Blu-ray movie player available, offers an array of new features in the new version. The biggest boost, however, comes from 3D support.

The most immediately noticeable change from PowerDVD 9 involves the new version's interface. Across the top of the player, just under the menu you'll now find three tabs: Movies, Video, and Music. The Movies section covers DVD and Blu-ray discs; Video keeps track of video files on your hard drives; and Music lists MP3 files and the like. The music and video sections panes appear as file browsers. For some reason, video files play over the file browser, meaning that you can't browse files while a video is playing. Another issue throughout is the user's inability to adjust the width of the columns in the otherwise attractive file browsers. And finally, the program is slow to enumerate files when you browse a media-filled folder.

In recent years CyberLink has produced a number of nice-looking but unfinished interfaces (as in its PowerDirector app), and PowerDVD 10 continues the trend. Still, the issues I've noted don't negate the PowerDVD 10's advances in overall usability, thanks the app's improved interface design for workflow and for access to options.

In view of the program's broader file support, CyberLink now touts PowerDVD as a universal player. The company has added support for Real Media (I used the Real Alternative codec, which worked fine), as well as .mkv, .flv, .3gp, and .3g2 files. Unfortunately, it had trouble playing some of the media I threw at it. For example, while the progress bar indicated that my test .flv file was playing, I saw no video; and another .flv file crashed the player, too. In this regard I should note that .flv is a wrapper that may contain any various video CODECs; my files were encoded with Sorenson Spark h.263. CyberLink subsequently informed me that PowerDVD 10 supports only h.264, not VP6 or h.263, but that limitation doesn't excuse the crash. The player also failed to recognize my Ogg Theora files, even with a DirectShow filter installed.

Aside from the .flv glitches, playback was excellent. I can't imagine a better picture from a software or hardware player. Behind the scenes--or via controls that you can adjust--PowerDVD offers a host of image enhancement tools: TrueTheater HD, which upscales 480p video to 1080p with modest success; TrueTheater Motion, which increases frame rates to smooth HD pans; and TrueTheater Lighting, which compensates for excessively dark scenes. New in this version is TrueTheater Image Stabilizer, which mimics the image stabilization that many DV cameras use to compensate for shaky hands or platforms. In my tests, this features worked fairly well. You can now use all of the TrueTheater effects with more media types, as well as with nVidia CUDA and ATI Stream hardware acceleration.

The most interesting new feature is its ability to upscale 2D to 3D. The results were passable, though early 3D-encoded content does appear sharper. A free upgrade (not yet available) will fully support the 3D Blu-ray titles.

PowerDVD Ultra 10 adds some fresh social features, too, such as uploading videos to YouTube; integrating with Windows 7 library; and sharing comments via Twitter, Facebook, and Moovielive.

The addition of 3D makes PowerDVD Ultra 10 a worthy upgrade, and other enhancements round out the application nicely.

The commander Alfred von Sonnenberg remained in office in the Swiss Guard until 1878, when he resigned. A Holistic Approach to Combat Identification by Maj Edward Ospital and Maj Adam Wojack

Combat Identification (CID) is the process of attaining an accurate characterization of detected objects (friendly, enemy or neutral) throughout the Joint battlespace to the extent that with high confidence, timely application of military options and weapons resources can occur.  Combat Identification is achieved through proficient application of a family of situational awareness and target identification capabilities, and adherence to doctrine, unit tactics, techniques and procedures (TTP), and approved rules of engagement (ROE) that directly support a combatant’s shoot/don’t shoot decision for detected objects in their battlespace. The purpose of CID is to improve unit combat effectiveness while at the same time preventing fratricide and minimizing collateral damage.  CID is the process that human shooters or sensors go through to identify entities on the battlefield prior to making shoot/don’t shoot decisions.  To perform CID, the warfighter uses all available means at his disposal to sort the entities on the battlefield prior to applying combat power or fires effects.  The whole point is to enable the warfighter to maximize the effects of lethal fires against the enemy, while at the same time reducing or eliminating the effects of fires on friendly or neutral personnel, equipment or facilities. While CID is a complex series of linked systems, procedures and doctrine—when it is effective, it is simple and transparent.  When it is ineffective, its results can be tragic and disastrous.  A recent example of the “links” in the CID chain (Family of Systems [“See” the entity] + Training [“Identify” the entity] + Doctrine/TTP/ROE [“Engage” the entity]) being broken in the Global War on Terrorism is the highly publicized Pat Tillman incident. 

 Fratricide in Afghanistan

While on patrol in a Taliban-infested sector of Afghanistan’s Patktia province, an element of the 2nd Battalion, 75th Ranger Regiment, became bogged down because of a broken HMMWV. The segment of the platoon with Corporal Pat Tillman, Serial 1, passed through a canyon and was near its north rim. The other segment, Serial 2, changed route plans because of poor road conditions that hindered the recovery of a broken HMMWV being towed by a locally acquired vehicle. Serial 2 entered the same canyon from the south. Serial 2 did not have the ability to communicate their situation and change of route to Serial 1 due to the rugged terrain. Upon entering the canyon, Serial 2 came under mortar and small arms fire from Afghan Taliban fighters.  Rangers in Serial 1 heard the initial explosion that preceded the attack. CPL Tillman and two other fire team leaders were ordered to head toward the attackers.  The canyon’s walls prevented them from radioing their positions to their colleagues, just as Serial 2 had not radioed its change in plans.  CPL Tillman’s group moved toward the north-south ridge to face the canyon. The light was dimming. “It was like twilight,” one Ranger in the fight recalled. “You couldn’t see colors, but you could see silhouettes.” Another Ranger felt the light was “still pretty good.” A sergeant with Tillman on the ridge recalled he “could actually see the enemy from the high northern ridge line. I could see their muzzle flashes.” The presumed Taliban guerrillas were about half a mile away. Tillman took another Ranger and an Afghan ally down the slope “into a position where he could engage the enemy,” the sergeant recalled.  A Ranger nearby watched Tillman take cover. “I remember not liking his position; I had just seen a red tracer come up over us…which immediately struck me as being an M240 tracer…at that time the issue of friendly fire began turning over in my mind.” As Serial 2 pulled alongside the ridge, the gunners poured an undisciplined barrage of hundreds of rounds into the area Tillman and the other members of Serial 1 had taken position. The first to die was the Afghan, whom the Rangers in Serial 2 mistook for a Taliban fighter. Under fire, Tillman and almost a dozen others on the ridge “shouted, they waved their arms, and they screamed some more.”  Tillman then used a smoke grenade to mark their position and firing ceased for a few moments. The Rangers in Serial 1 thought the engagement was over and got up from their position. The HMMWV then moved to a position of advantage and resumed firing, killing Tillman in the second engagement. To use this tragic example to better explain CID, you must first understand its basic formula: Situational Awareness (SA) + Target Identification (TI) = Combat Identification (CID.) 

Combat Identification: The process of attaining an accurate characterization of detected objects (friendly, enemy, neutral) in the Joint battlespace to the extent that with high confidence, timely application of military options and weapons resources can occur (CID MA ICD).  Combat ID is achieved through proficient application of a family of situational awareness and target identification capabilities, and adherence to doctrine, unit TTP, and approved ROE that directly supports a combatant’s ”shoot/don’t shoot” decision for detected objects in his/her battlespace. 

Combat Effectiveness: (as related to Combat ID) the ability of a friendly unit to rapidly and accurately sort and characterize detected objects within the battlespace in order to allow for the timely application of combat power and fires effects against an enemy force or target (to destroy, neutralize, suppress or disrupt), with the least risk of death, injury or damage to friendly and neutral forces, entities, facilities and equipment ((prevention of fratricide and collateral damage) definition by the TCM PBC/CID).

Situational Awareness (SA): SA consists of reported friendly (blue), enemy (red), neutral and unknown entities normally displayed on a computer screen or manually posted on a map.  For the purposes of CID, we will only describe SA as it relates to automated and reported information using available C2/SA systems.  There are three key attributes of SA – accuracy/timeliness of reporting; density of blue position, location, information (PLI) generating systems; and interoperability of friendly force C2/SA systems in the affected battlespace.  SA is sent to and displayed in two places—to the Common Operational Picture (COP) located in Command Posts for C2 purposes; and to individual vehicle/aircraft/soldier platform C2/SA display devices for both C2 and Combat ID purposes.  The latter directly supports shoot/don’t shoot decision-making by human shooters and sensors in close proximity to enemy forces on the battlefield.

When CPL Tillman’s unit lost SA of where its subordinate elements were in relation to each other, the situation deteriorated:  two friendly forces converged on one another without communications.  Several systems could have prevented this loss of SA in Tillman’s Ranger element.  A FBCB2 / Blue Force Tracker (GPS-fed, vehicle-mounted or hand held C2/SA system) capability would have given all elements involved a visual depiction of where mounted and dismounted friendly forces were located—assuming, of course, that all vehicles and dismounted elements involved were so equipped.  Knowing where blue entities were in the battlespace in combination with the proper mix of target identification systems would of enabled vehicle’s commander to properly guide their element’s crew-served weapons gunners onto enemy targets—as well as to prevent them from engaging friendly forces.

Target Identification (TI): TI is the process of determining the affiliation (blue, red, neutral) of detected objects at the point of engagement in one’s immediate battlespace.  This is normally conducted within line of sight visual range and is for the purpose of applying combat power or fires effects against enemy entities or targets, while preventing fratricide and minimizing collateral damage.  There are two categories of TI – cooperative target identification (CTI) and non-cooperative target identification (NCTI). CTI includes any method or materiel solution that allows a human shooter/sensor to “interrogate or question” a potential target, and allows the same potential target to “respond or answer” the interrogator in a timely manner.  Air to Air and Ground to Air systems use of IFF (Identification Friend or Foe) Mode 4, and Ground to Ground systems, in the near future, may use Battlefield Target Identification Device (BTID) and Radio Based Combat Identification (RBCI) CTI systems.  Identify Friend or Foe (IFF) is a misnomer as none of the CTI technologies identify Foe, they only Identify Friend or Unknown (IFU) entities. NCTI involves methods or systems that exploit the physical characteristics of entities in the battlespace to help identify and determine affiliation, and does not require a cooperative response or answer from the target.  NCTI systems include optics (forward-looking infrared [FLIR], NVGs and binoculars), vehicle and personnel markings (Joint Combat Identification Marking Systems [JCIMS], which include Combat ID Panels [CIPs], Thermal ID Panels [TIPs], Phoenix Beacons [infrared lights lights] and Dismounted Combat Identification Marking System [DCIMS- (TIP panel that is form fitted to a Kevlar helmet, giving a reverse polarity image through a FLIR device), and Automated Target Recognition (ATR) devices.  JCIMS marking systems are used in conjunction with FLIR optics and Night Vision Goggles and assist in friendly identification at the point of engagement.

In this example, Serial 2 (or the Platoon for that matter) did not have adequate optics. Thermal sights for HMMWV-mounted crew served weapons (AN/PAS-13s or Enhanced Night Vision Goggles (ENVG), for example) combined with reverse-polarity markings and/or thermal ballistic helmet covers on all soldiers would have enabled turret gunners to identify the dismounted Rangers in Serial 1 as friendly entities.  Technology combined with a rehearsed TTP to avoid fratricide and adherence to ROE could have prevented this occurrence. Each “link” of the CID chain was broken. Tillman’s group would have benefited from other NCTI devices such as infrared (IR) beacons for limited visibility operations (seen through AN/PVS-7B/D or PVS-14 night vision goggles that every soldier currently is issued) or a day-visible strobe light. A CTI technology that services Ground to Ground domains (“platform to platform,” “platform to soldier,” “soldier to soldier,” “soldier to platform”) would have been an additional tool at the point of engagement that would have enabled both serials to identify unknowns as friends. Unfortunately, the direct fire CTI technology [Battlefield Target Identification Device BTID)] currently being  recommended for an acquisition strategy for the US Army and USMC services only one domain—“platform to platform”—and interrogates only targets from M1, M2/M3, and Stryker vehicles.

In the Tillman example, even if the HMMWVs are replaced by armored vehicles equipped with BTID, the fratricide still could have still occurred—since BTID does not work within the “platform to soldier” domain.  This weakness in the CID “link” does not enable the firer to gain positive identification (PID) of the unknown dismounted entity. In the example, Serial 2 in turn broke both the second (“Identify”) and third links (“Shoot/Don’t Shoot”):  ROE was not satisfied by the gunners manning the crew served weapons on the HMMWVs; and Positive Identification (PID) was not gained by the firing element.  In addition, a TTP (i.e. smoke grenade signal), was not established or trained prior to the engagement (or not comprehended during the engagement) as a signal to cease fire in case of friendly fire situations. The Serial 2 firing platform could have used additional procedures to prevent the fratricide: transmitting the location of the unknown entity to another element (e.g. higher headquarters) to gain PID; by maneuvering to a position of advantage until PID could be acquired; or by using the proposed DIDEA (Detect, Identify, Decide, Engage, and Assess) Target Engagement Process (discussed later in this article).

In this highly publicized incident, very well trained Rangers were placed in a situation where they did not have the proper CID family of capabilities and in the heat of failed to correctly implement their training and ROE procedures.  The end result was a costly decision that led to a fatal fratricide incident.

 Better CID Capabilities  The ability of a CTI technology to service multiple domains has gained importance since Operation Desert Storm (ODS). Fratricide studies have illustrated a 25% increase in “platform to soldier” incidents and an increase in “soldier to soldier” incidents by 10% during recent Major Combat Operations in support of Operation Iraqi Freedom (OIF.)  The two CTI technologies recently approved for acquisition strategy do not address or fill this CID gap. BTID services only the “platform to platform” domain (M1, M2/M3, Stryker, and LRAS3) where as Radio Based Combat Identification (RBCI) addresses the Ground to Ground and Air to Ground domains from an indirect and Close Air Support perspective. None of these technologies directly address the “platform to soldier” and “soldier to soldier” domains. Regardless of what CTI technology is used, the combatant must still make the final determination whether to engage the unknown entity, based on blue, red or neutral status.  Once determined, the combatant must incorporate the ROE criteria and restrictions into his “shoot/don’t shoot” decision. Positive visual identification (PID) of the entity to determine if it is a legitimate military target must also be ascertained. There does not exist a technology that identifies friend or foe (IFF). CTI technologies only identify friend or unknown (IFU). A CTI technology should not be used as the sole criteria for engagement due to its mechanical/electronic nature or due to enemy action (electronic countermeasures [ECM]) that might render the CTI technology inoperative.  In addition, partial fielding (either through design or system failure) of CTI technology has been proven to increase fratricide, not decrease it, as crews rely on the technology as the sole criteria to engage or not engage an unknown entity.

 A Comprehensive Targeting Process  Within the Doctrine/TTP/ROE (“Shoot / Don’t Shoot”) link of CID is the proposed targeting process known as Detect, Identify, Decide, Engage, and Assess (DIDEA). A review of current doctrine indicates there are several engagement processes associated with targeting.  Department of Defense Joint Publication 3-60 identifies a six step targeting process:  “Detect, Locate, Identify, Decide, Strike, and Assess.”  US Army FM 3-09.12 describes a generic four-step targeting process: “Detect, Decide, Deliver, and Assess.”  A multi-service TTP for time sensitive targeting called Find, Fix, Track, Target, Engage, Assess was developed to support the prosecution of targets in Operation Iraqi Freedom. As was discovered in the 2004 Army-Marine Corps Board Ground to Ground (AMCB G-G) study, the problem with each of these processes is that CID and ROE application are implied tasks embedded within one of the performance steps. The “shoot/don’t shoot” decision incorporating ROE is not formally taught in professional military education courses—leading to another break in the “links” of the CID chain. As an overarching target engagement process, DIDEA would provide an iterative, standardized and systematic approach supporting the application of specific CID and ROE performance steps for lethal targeting across the user spectrum (from individual infantryman through indirect fire controllers and beyond). DIDEA is generic enough to be used as a systematic process for C2 node targeting planning as well as decision-making. Such a process incorporated into doctrine would serve as a baseline for professional military education. The individual actions of the DIDEA process are summarized below.

Detect – the acquisition and location of an object in the battlespace.  This first step in the Target Engagement Process can entail the use of visual, RADAR, electronic signals measurement, or other means for detecting and locating objects in the battlespace. Identify – a systematic process supporting the characterization of detected objects as friend, enemy, or neutral.  This is the primary step where specified CID tasks are accomplished.  It commences after an object is detected and located and provides a systematic process whereby the attributes of a detected object are systematically processed to support a friend, enemy, or neutral determination.  Decide – determination of appropriate application of military options and weapons resources on identified objects.  This is the most generic step within the process and is the primary step where specified ROE application takes place.  Specific sub-steps within the Decide phase will vary depending on the weapon system/platform and mission application.  (Bursting radius of indirect fire/CAS delivered munitions as well as ground platform surface danger areas must be taken into account in this step due to proximity of friendly or neutral entities).  In some cases the decision may be made to employ military options other than weapons systems (i.e. the repositioning of ISR assets for further monitoring of identified objects, etc).  In those cases where a weapons resource application is being considered, this phase would primarily address the following questions: 1) Can I engage (ROE application)? 2) If multiple targets, what to engage first (Severity of threat, commander’s intent/high pay-off targets, high value targets.)? 3) What is the best weapons system to engage with (Lethal/non-lethal, munitions effect, co-lateral damage assessment)? Engage – specific application of military options/weapons resources.  In this step the mechanical process of carrying out the decision made in the previous step takes place. Assess – did the applied weapons resources bring about the desired effect.  In this step we assess the effects of the engagement phase (battle damage assessment) against desired outcomes.  If the desired outcome was not achieved, a decision to re-engage the target could be made.

DIDEA would serve as a Target Engagement Process requirement and support the insertion of specified CID and ROE tasks into service training standards and programs of instruction. Individual platforms and mission applications would have specific sub-sets within the DIDEA process that would account for the specific processes and mission applications of that platform.vi]

 A Holistic CID Solution Progress has been made since the Tillman incident.   Per the recommendation of the AMCB G-G CID Study, the Training, Doctrine and Combat Development Division at Fort Knox, Kentucky, assisted by the TRADOC Capability Manager Platform Battle Command/Combat Identification (TCM PBC / CID) and the TRADOC Centers, selected a vendor in March 2006 to address issues associated with the incorporation of CID into Army doctrine.  Comprehensive CID doctrine will be developed for inclusion into US Army FM 3.90, Tactics (publication date: 4 July 2001) that explains how to increase combat effectiveness in relation to combat identification requirements, including but not limited to SA, TI, TTP and ROE. The CID input will address the Ground to Ground (“platform to platform,” “platform to soldier,” “soldier to soldier,” “soldier to platform”), Air to Ground (rotary-wing aircraft-platform to soldier and UAV-platform to soldier), and Ground to Air mission areas.

Gunnery doctrine will be updated to incorporate Combat Identification requirements, to include but not limited to, insertion of friendly, allied/coalition and neutral targets, and refinement of direct fire target engagement processes.  Existing gunnery manuals for Armor/Cavalry, Infantry, Artillery, Air Defense, and Aviation will be reviewed to identify deficiencies in addressing CID-related tasks.  This doctrine shall be for the entire Heavy Brigade Combat Team (HBCT), including Armor, Infantry, mortar gunnery, Engineers, and CASCOM and should be used as a template for the Infantry Brigade Combat Team (IBCT) and Stryker Brigade Combat Team (SBCT) manuals.  The doctrinal effort will take approximately 12 months to complete following initiation in March 2006.  This effort will strengthen the Doctrine/TTP/ROE (“Engage or Do Not Engage”) “link” of the SA + TI chain.

Improvements in the current family of systems (FBCB2/JBC-P, Optics, 2/3 GENFLIR, JCIMS) enabling the “sensor-to-shooter kill-chain” to better see the targeted entity can be enhanced through the acquisition of a CTI that services all of the Ground to Ground domains and one that addresses the Air to Ground Mission Area, such as RBCI.  Future CTI systems that enter into an acquisition strategy should service as many domains as possible to fully address our CID gaps.

Fratricide incidents are still occurring during stability operations in Iraq and are being committed by platforms other than armored.  A system like BTID would have no positive impact on these incidents.  Acquisition of a CTI technology that services all domains will strengthen the family of systems (“See the entity”) link in the CID equation. Until that occurs and the doctrinal/facility gap mitigation measures are in place (identified and funded by the AMCB G-G study), fratricides in full spectrum operations will likely continue to occur.

The fog of war and the human factor makes total elimination of fratricide impossible. Marksmanship and “muscle memory” (the ability to conduct crew drills/battle drills under stressful conditions, i.e. fire commands, fire control systems switch manipulation) training remains a “must” in order to maintain lethal crews and soldiers, and is necessary to simultaneously protect the force from fratricide.  The contemporary operating environment drives the need for a target discrimination skill-set for all soldiers, trained within the context of the DIDEA shoot / don’t shoot targeting process.  This standard of training grounded in solid doctrinal principles will hone the warfighter’s judgment at the point of engagement.  Family of system and doctrinal improvements coupled with improved training devices (Recognition of Combat Vehicles (ROC-V), simulations, and realistic ranges with blue, red and neutral targetry incorporating shoot/don’t shoot decision making) will enable the soldier to make better decisions on whether or not to engage an unknown entity. The combatant must be able to ask themselves the question if unsure whether to shoot or not: (1) Am I or my friends in mortal danger? (2) What is the worse thing that can happen if I pull the trigger? (3) Am I positive that my target is hostile?

There is no “silver bullet” solution to end all fratricide incidents.  The emphasis should be placed upon improving density of SA and TI systems in the Army inventory, preparing the combatant for full spectrum operations and acquiring a CTI technology to service all domains in the Ground to Ground mission area.  This can only be accomplished by looking at CID through a holistic lens and by strengthening every link of the CID (SA+TI [Family of Systems + Training + Doctrine/TTP/ROE]) chain.  It is imperative that we do everything possible to prevent unfortunate incidents like the Tillman fratricide from occurring in the future.

Dear Nancy,

To get started setting up your pictures as a screen saver, you need two things in place. First, you need to have your pictures stored on your hard drive, preferably in the "My Pictures" folder in XP, or the "Pictures" folder in Vista. The second thing you need is to have either Windows XP or Vista on your computer since this won't work in Windows 98.

If you have everything in place, let's get started!

1. Open the Display properties window using one of the two following methods. a) Right click on a blank spot on the desktop, and then click on "Properties" b) Click on "Start" then click on "Control Panel". In the Control Panel window, click on "Appearance and Themes" and then click on "Display".

2. In the Display Properties window, click on the "Screen Saver" tab.

3. On the Screen Saver page, click the drop down list under the picture and click on "My Pictures Slideshow" to select it.

4. With the My Pictures Slideshow selected, click on the "Settings" button on the right.

5. On the screen saver options page, you can change a few things like how often the pictures change, and how much of the screen they should fill. Halfway down the page, there is a section that says, "Use pictures in this folder:" click the "Browse" button in that section.

6. In the "Browse for Folder" window, click on the folder that contains the pictures you want to use in your screen saver. If you want to display all the pictures in all the folders in your "My Pictures" folder, just select the "My Pictures" folder.

7. Click "OK" three times to save your changes.

A new employer needs to register with HMRC as an employer and operate a PAYE scheme and make important checks on each new employee recruited and complete the initial paperwork to set up the employees pay records of tax national insurance and personal details and inform HMRC the employee has started.

Initial P45 checks for PAYE and new employee pay status

Taking on a new employee is a relatively simple process but if errors are made they can be costly. Most of the initial information required to set up the PAYE records are contained in the P45 tax form the employee should present to a new employer. If a P45 form is not available then the employee should be given a P46 and asked to complete it.

Important checks include determining the new employee tax status as an employee rather than self employed. Always adopt an approach of employee unless the new recruit specifically provides services only and there is an agreement stating those services and none of the rules that could indicate potential employee status are present.

There are numerous rules that destroy the self employed status such as using business tools rather than own, taking a company vehicle home at night, working for one employer and many others. If anyone self employed is later determined to be an employee the money paid to them, the employees pay, would be regarded as net wages not gross with the employer responsible for the income tax national insurance contributions employees and employers which had not been deducted, interest and penalties too..

One important payroll check if there is a gap in the paperwork is to make certain the new recruit can be legally employed. If there are any doubts, missing information such as previous work history or lack of a national insurance number then contact the job centre to determine the employment status.

If the new employee is from outside the UK, it is the employer responsibility to ensure that they are entitled to work before they start working for you. The government has recently introduced checks employers must make on all new employees as a safeguard from employing someone illegally.

Checking the P45 form of a new employee

The P45 tax form is in 4 parts and is the record of the cumulative gross pay and income tax deducted to date in the tax year and forms the basis for the PAYE record. The previous employer sends part 1 to HMRC PAYE tax office when that employee leaves and has a legal responsibility to give the employee parts 1A, 2 and 3. The employee retains part 1A and gives the new employer parts 2 and 3 to calculate the employee tax.

In receipt of parts 2 and 3 the new employer should check the national insurance number is entered, and that the gross pay and income tax shown on part 2 agree with the same amounts entered in part 3. The new employer should also check the income tax deducted is correct according to the gross pay received at the employee date of leaving. The new employer then retains part 2 for a minimum of 3 years after the financial year and completes part 3 and sends it to the PAYE tax office immediately.

If the P45 form shows the wrong tax deduction, calculate the correct tax and enter it on part 3 which is sent to HMRC. The correct tax calculated entered on part 3 should be used in the new employer PAYE system and not the erroneous figure on part 2 of the P45 form. Employers can submit the P45 online, in fact from April 2009 all employers with over p45 must do so and other employers will also do so by 2011.

New employee doesn't have a national insurance number

If a new employee does not have a national insurance number apply a temporary number, say AB123456C can be used until the correct number is obtained. Records must be kept of the employee name, address, date of birth, gender, all payments made and deductions and immediate action taken to obtain the national insurance number.

If the employee has never had a national insurance number they must contact the job centre to obtain one. If the employee has had a national insurance number but lost it the employer should ensure the P46 details are accurate so the employee NI number can be traced by HMRC who will then notify the new employer in due course.

If a new employer cannot obtain the employee national insurance number apply for a form CA6855 which has to be completed and submitted to the national insurance contributions office to trace the number.

Bubble Shooter Premium is a new sequel of one of the most popular arcade computer game which was produced by Absolutist Ltd in 2007 as a brand new version of the customer’s favorite game Bubble Shooter. It is of great interest as it represents mix of several genres: puzzle, shooter, strategy and action. The game was developed specially for PC. The game (version 1.0) was released for different OS including Windows 98, Me, 2000, XP, Vista.
Your goal is easy– shoot bubbles, match three or more to blow them all up and clean the game board. You have got ransomed bubbles coming out. Point to the bubbles of the appropriate color on the board and shoot at them. Try to shoot big groups of bubbles of the same color. If you miss several times new row of bubbles is added. You can also master your skill and compete with players all over the world in multiplayer mode.
As bubbles explode new bubbles are added to the bubbles on the board in a chaotic order. The more bubbles you blow up at one shot, the increasingly more points you gain. Besides, those bubbles that fell apart from the rest will explode too.
There are three modes in the game: Underwater, Gems and Classic together with 8 bubble skins.

Interface
A playing field of the game is divided into two halves. In the upper half there are the bubbles of different colors, which should be shot and cleaned from the board.
